Abstract

Health is a state of well-being, both physically, mentally, spiritually, and socially, that enables individuals to engage in productive activities. Infectious diseases are a health problem that can spread from infected individuals to healthy individuals, thus requiring special attention from local governments. This study aims to group regions in East Java based on the type of infectious disease. Regional grouping is used to understand the distribution patterns of infectious diseases and identify areas with high risk levels. Based on data on the percentage of the population with health complaints in 2023 obtained from the East Java Provincial Statistics Agency website, it was 27.31% and increased to 28.75% in 2024 with 9 cases of infectious diseases. This number of complaints is relatively high compared to 38 other provinces in Indonesia, so the East Java Provincial Government needs to take steps to reduce the number of cases of disease complaints. One effort that can be done is to identify regions in East Java that have similar characteristics of infectious diseases in each district or city using the Fuzzy C-Means algorithm. The results of the analysis produced two clusters, the first cluster with a high spread rate category and the second cluster with a low spread rate category. The cluster validity value using the Modified Partition Coefficient (MPC) of 0.789 indicates that the clustering results obtained are valid.
